I am looking for someone to design a single page with CSS for my personal site URGENTLY !!! I have no means to send $$ electronically as I live in a 3rd world country Lebanon, so it has to be for free if possible ! I want it to look somewhat like iH8sn0w.com ... with some css effects, will give details to person who can help !!!

Try Online Site builders, get the CSS codes for addition of effects and make one.
Its not difficult making it this way, when its just a page.
You'll also find a number of icons and image sources to help your site look like the one you have mentioned.
