Is it possible to get search engines submission or free traffic to the cpanel it would be pretty cool it just a suggestion.

Search engine submission today is essentially useless. You can submit your site to Google Webmaster Tools, but that's about the only one I would suggest.

can't there be an app in the cpanel that submit your site to website that offer traffic ??

I think cPanel removed that module. I haven't seen it in a long time.

As it goes, nowadays, search engines have such advanced searching algorithms that search engine submission serves no purpose whatsoever, chances are, by the time you get around to submitting your site it has already been indexed and processed. I also would recommend Google Webmaster Tools mainly because it allows you to get a better overview of searches that lead to your website, and where you need to improve keyword density for SEO etc.
